Under general direction of an Appraisal Manager or designee, perform moderate to highly complex commercial and residential assessments and valuations utilizing accepted property appraisal methods and computer-assisted mass appraisal (CAMA) format which requires effective decision-making, multi-tasking, timely and accurate execution of appraisal duties and responsibilities.DUTIES AND RESPONSIBILITIES
1.Appraise commercial and residential demonstrating a highly specialized knowledge of appraisal principles, practices, and methods, as well as exercise comprehensive knowledge of the rules and regulations governing the appraisal process.
2.Utilize advanced statistical methods; conduct factor analysis, predictive planning, and other analysis and modeling techniques used in assessing real property.
3.Determine land values, geographic or neighborhood influences, and economic impact on real property values utilizing digitized land-base maps for equalization maintenance and projections.
4.Performs highly specialized and complex analysis of building materials, labor costs, market trends, historical cost indexes for assessment purposes.
5.Responsible for conducting special assignments that are related to uniquely complex appraisals, by analyzing, developing, and implementing methodology for applying evolved legislation and/or case law to the appraisal process.
6.May act as a supervisor, trainer, and/or mentor, for lower-level appraisers in all aspects of generally accepted principles and practices of appraisals in accordance with pertinent regulations, policies, and procedures.
7.Review lower-level employees' appraisals in accordance with departmental standards and practices.
8.Respond appropriately and effectively to questions or concerns raised by property owners and taxpayers.
9.Provide assistance and back-up to lower-level staff customer service public interactions.
10.Compile documentation and defend appraisals formally and informally at County Valuation Board Hearings and/or in District Court.
11.Participates in departmental meetings in order to provide or receive input on the implementation of new appraisal procedures and ensure consistency of operations.
12.Analyzes and researches appraisal and organizational issues; plans and directs ways to improve the processing of valuations, business workflows or operations.
13.Perform other duties as assigned which includes providing coverage in other areas during peak business periods.

MINIMUM QUALIFICATIONS
Bachelor's Degree in Business Administration, Business Management, Public Administration, or related field, and two (2) years of work experience in an appraiser environment and the successful completion of one (1) IAAO course within the first year of service.
Any equivalent combination or related education and/or experience may be considered for the above requirements. One (1) IAAO Course may substitute for one-year work experience.
Or, a High School Diploma or GED, and a current license from NM Real Estate Commission as an Associate Broker or Qualifying Broker or NM Real Estate Appraisers Board licensure as an Apprentice, State Licensed Appraiser, Residential Certification, or General Certification, the successful completion of one (1) IAAO course within the first year of service, and (2) year's experience in property appraisal, real estate sales, or related experience.
Must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
1. Employee must successfully complete the post-offer employment medical examination and background investigation.
2. Employee must comply with the safety guidelines of the County.
3. Must have a valid New Mexico driver's license by employment date and retain a valid NM driver's license while employed in this position.
4. Employee must complete required FEMA training(s) as assigned to position.
WORKING CONDITIONS
1. Essential duties are performed both indoors and outdoors.
2. Indoor duties are performed in a temperature-controlled environment. Worker is exposed to natural weather conditions while performing outdoor duties.
3. Worker may be exposed to various dusts and mists while performing appraisal duties.
4. Indoor duties are typically performed on an even and dry surface, which may be carpeted or tile with occasional use of stairs. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet. Outdoor duties may be performed on inclines or hills and on surfaces such as natural ground, concrete or asphalt.
5. Most duties are performed alone. Worker may perform certain duties as a part of a select team of individuals.
6. Work hazards, or potential work hazards, include frequent driving of vehicle, and occasional climbing and descending staircases, ladders, and fences. Wild and domestic animals may be a hazard.
EQUIPMENT, TOOLS AND MATERIALS
1. Equipment typically used in the performance of office duties includes calculator, computer terminal and keyboard, telephone, photocopy machine, telefax machine.
2. Safe use and operation of a County vehicle in the performance of appraisal duties and responsibilities.
3. Equipment, tools or materials used at appraisal sites include various measuring devices, clipboard, writing instruments, blueprints, and architectural scales for sketching of property.
4. Materials typically used in performance of office duties include various documents, writing utensils and an assortment of office supplies and equipment.

MENTAL FUNCTIONS
1. Must be able to apply mathematical knowledge in taking measurements and in maintaining appraisal records.
2. Must be able to accurately estimate the value of real estate and property, combining mathematical knowledge, as well as knowledge of construction and real estate.
3. Must remain up-to-date concerning types of construction, as well as other factors affecting the value of real estate of property.
PHYSICAL FUNCTIONS
1. Work is sedentary approximately 50% of the time, and must be able to stand/walk approximately 50% of the time.
2. Must be able to lift and carry up to 30 pounds on a frequent basis.
3. Must be able to climb and descend ladders and staircases as necessary.
4. Must be able to crouch and kneel occasionally.
5. Must be able to bend at the waist and twist/rotate occasionally.
6. Must be able to work with arms extended, away from body or overhead to perform various measuring functions.
7. Must be able to work with arms bent and push/pull with arms as needed.
8. Must be able to use legs and feet to control pedals in the operation of a vehicle.
9. Must be able to use hands and fingers to grasp/manipulate equipment and materials used in the performance of essential duties.
10. Must be able to coordinate use of hands and eyes in operation of equipment and a vehicle.
11. Must possess good visual acuity in order to accurately observe and appraise real estate and property.
