Storm Drain Maintainer Lead will maintain and operate the storm telemetry and operational system. Respond, mark and clear to NM811 standard and Emergency One Call in accordance with State Statue Chapter 62 Article 14 NMSA 1978 Excavation law.

Duties and Responsibilities
1. Operate Vactor and other light to heavy equipment in adverse weather conditions.

2. Perform roadway snow removal operations during winter months.

3. Lead and train Storm Drain Maintainers to be competent in all maintenance and storm telemetry and operational systems which includes overrides systems but is not limited to focal points of contact for vendors, upgrades, and repairs.

4. Perform preventative maintenance; troubleshoot system, pump and level control system maintenance, program systems adjustments remotely and/or on-site; Conduct inventory of storm systems and complete reports. Generate computer-based daily logs and enter work orders in the Microsoft, excel spreadsheets.

5. Lead and train subordinate storm drain employees to complete and document daily safety inspections and operate on and off-road vehicles and equipment in accordance with safety standards which includes but is not limited to the safe operational status of equipment; testing of tire conditions and air pressure; brakes; mechanical and engine fluids; water; brake lights; headlights; and other related systems and equipment.

6. Attend safety and other meetings as required.

7. Lead and train Storm Drain Maintainers to read and interpret County system maps.

8. Utilize and maintain traffic control devised as needed which includes cones, directing traffic, mobile attenuators, and barricades.

9. Prepare reports including storm drainage corrective maintenance reports.

10. Lead and train Storm Drain Maintainers to use radio procedures to communicate with field and base to coordinate and complete storm, drainage assignments.

11. Perform confined space entries as necessary.

12. Perform first aid or CPR as necessary.

13. Lead and train Storm Drain Maintainers to operate and maintain mechanical and electrical driven pumps, hydrants, hoses, and other auxiliary electric motors and mechanical engine equipment.

14. Lead and train Storm Drain Maintainers in a teamwork crew setting, responsible for maintenance of all Storm Drain Infrastructures under high pressure heavy equipment, including inspecting all infrastructure with culvert crawler camera.

15. Lead and train Storm Drain Maintainers to operate light to heavy motorized equipment which includes but is not limited to: Vactor, excavator, bulldozer, motor grader, backhoe, trench digger, bucket truck, small crane, lifts, utilize building/construction trade tools, equipment, and materials.

16. Perform other job related duties as required or assigned.

MINIMUM QUALIFICATIONS

1. High school diploma or GED, plus a minimum of five (5) years general construction experience that includes the operation of various types of heavy equipment with one (1) of those years including the operation of vactor, motor graders and excavators, or dozers, or a combination thereof, and four (4) years of pump operations, storm water telemetry system, supervisory control and data acquisitions and maintenance experience.

PREFERENCES

1. First Aid certified preferred.

2. American Heart Association Cardiopulmonary Resuscitation, CPR certification preferred.

3. Wastewater 2 Level certification preferred.

ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:

1. Employee must successfully complete the post-offer employment medical examination.

2. Employee must comply with the safety guidelines of the County.

3. Employee must possess a valid and current New Mexico Commercial Driver's License, Class A.

4. Must possess valid and current passenger, tanker, and doubles-triples endorsements.

5. Employee must obtain and maintain current certifications in First Aid and CPR, (American Heart's Association) within one (1) year from date of employment.

6. Must successfully pass the New Mexico Excavation Law Test within nine (9) months of hire date.

7. Must successfully obtain or maintain a Collection 2 or Wastewater 2 level certification in accordance with the New Mexico Environment Department Surface Water Quality Bureau.

8. Shall take a course as required and become a member of NM811 to successfully line spot the storm drain utility in a safe and accurate manner on all standard and emergency NM811 call-outs and submit a positive response within the time allotted.

WORKING CONDITIONS

1. Work a duty schedule other than the normal work hours of 8:00 a.m. to 5 p.m. May be "on call" for emergencies, and work at any hour and in outdoor conditions.

2. Worker may be "on call" for emergencies and perform work at any hour and in outdoor settings.

3. Work hazards or potential work hazards include the exposure to dangerous situations involving high voltage, low voltage, adverse weather conditions and other mechanical and electrical hazards.

4. Worker is exposed to snow, wind, possible lightening, and extreme cold and heat.

5. Performs work both indoors and outdoors. Most vehicle cabs are enclosed and may or may not have heating and air conditioning units.

6. Work in extreme weather conditions is required. Worker is exposed to intermittent noise and vibration factors.

7. Worker is exposed to exhaust fumes, dust, and mists.

8. Work is performed on even or uneven terrain, while operating equipment and performing general labor work.

9. Surfaces may be wet or dry, muddy, paved or dirt roads. Grease or oil may be found on working surfaces. Work may be performed on inclines.

10. Work hazards include gas/electrical lines, vehicle traffic, and exposure of skin to gasses and fumes.

EQUIPMENT, TOOLS AND MATERIALS

1. Utilizes the vehicles described in the Essential Duties section.

2. Utilizes the following hand operated tools: shovel, rake, axe, pick, pitchfork, chain saw, digging bars, handheld weed trimmer, sledgehammer, hand tools (e.g. hammer, screwdriver, wrenches), tamper, jackhammer, auger, and cutting torch.

3. Petroleum products, tire chains, construction signs, chemicals, paint, water, weeds, salt, sand, and canvas.

4. Eye goggles, dust masks or other air filtration systems, earplugs, gloves, rubber boots, reflecting vests, cones, and flags are used as safety precautions.

PHYSICAL FUNCTIONS

1. Must be able to ask questions of foreman, listen to and follow verbal directions in English.

2. Must be knowledgeable of all traffic laws and regulations.

3. Must be able to communicate verbally with co-workers.

4. Must be able to read accurately all gauges on equipment and make correct judgments in the operation of equipment.

5. Must be able to accurately estimate distances in order to maintain safety while operating equipment.

6. Must be able to lift up to 100 pounds occasionally (i.e. up to one-third of workday), from ground to waist level.

7. Ability to lift up to 50 lbs. frequently to constantly (i.e., from one-third up to entire workday), from ground to shoulder level.

8. Ability to sit up to four hours at one time, and up to seven and one-half hours total per day.

9. Ability to stand and/or walk up to four hours at one time, and up to eight hours total per day.

10. Ability to climb in and out of equipment cabs at least six times daily at an estimated height of six to seven feet.

11. Ability to crouch, kneel, and remain in a prone position for up to 30 minutes at one time.

12. Ability to bend at waist and twist/rotate waist, if necessary, for up to one-third of workday.

13. Ability to work with arms extended and bent for up to four hours at one time, and seven and one-half hours total per day.

14. Ability to push/pull with arms with a force of up to 50 plus lbs. while performing labor work.

15. Ability to use hands and wrists to screw/unscrew oil caps and filters as part of a maintenance routine.

16. Ability to maintain balance while climbing in and out of equipment cabs.

17. Ability to push with legs up to 40 lbs. of force to operate foot controls for up to four hours at one time, and seven and one-half hours total per day. Ability to twist/rotate legs in operating foot controls. Ability to use hands and fingers to grasp/manipulate levers and steering wheel in a bilaterally coordinated manner.

18. Ability to coordinate use of hands and eyes in operation of equipment.
