IT Program Manager

Under the direction of the Senior Director of Portfolio and Project Management, a Program Manager coordinates with IT leadership, staff, and vendors. They identify, document, and organize objectives and standards related to service areas in a program, evaluating quality for service and product delivery, business value for university strategic alignment, needs assessment for alignment of business and technology goals, gap analysis for resource capacities and process efficiencies, and project dependencies and sequencing for optimizing time and task management which leads to improvements and accountability. They oversee and coordinate activities between multiple projects and technical refresh cycles related to the program, engage technical and business stakeholders to align processes with intended results, and work with Project Managers who oversee individual projects, ensuring technical and university objectives are met. They continually partner with university leaders and vendors to develop and maintain roadmaps for their program area(s) that identify the path forward.



Key Responsibilities:

  • Strategic planning in program domain with business sponsors and technology leaders.

    • Collaborates directly with executive leaders to understand program domain and help plan the implementation of multiple strategic priorities within a given domain.
    • Develops objective based roadmaps specific to program service areas.
    • Schedules and sequences multiple projects within program domain.
    • Identifies technical and business resources for projects to develop and meet the objective(s) of program domain.
    • Monitors and aligns multiple projects within a program to meet overall objectives, timeline, and outcomes.


  • Develop and plan scope and requirements for projects & programs.

    • Analyzes strategic plans, business cases and requirements to develop scope and deliverables of programs and projects.
    • Engages vendors, partners, and resources organization wide to identify necessary tasks and steps to accomplish goals.
    • Establish project sequences and schedules.
    • Develops ad hoc and capital budgets.
    • Identifies resource needs to accomplish programs and projects.


  • Communicate and ensure stakeholder engagement.

    • Ability to develop rapport with multiple stakeholders and maintain their engagement.
    • Develops communication strategy, cadence, and agendas.


  • Create and lead program and project teams.

    • Develops teams of non-direct reports.
    • Develops a positive team culture.
    • Ensures team is on-board and understands goals and objectives of programs / projects.


  • Monitor program and project progress.

    • Maintains current or updated status of programs and projects.


  • Solve issues that arise, escalating as needed.

    • Partners with leaders to ensure they are continually aware of issues or risks that need to be addressed.


  • Manage program and project time, cost, and scope.

    • Keeps track of schedules, budgets, and scope of efforts.
    • Processes change requests as needed.
    • Identifies issues and risks as needed.


  • Evaluate program and project performance.

    • Develops status reports.
    • Escalates issues as appropriate for resolution.


  • Participate in education & continuous improvement of PPMO.

    • Other duties as assigned.
    • Develops / modifies SOP, artifacts, etc. as needed.
    • Trains / educates team members as needed.


  • REQUIRED FOR ALL Division of IT Positions:

    • May be asked to take on-call rotation in support of critical services.
    • May be required to work some nights and weekends.





Qualifications:

Required:



  • Bachelor's Degree in a related area and/or equivalent experience.
  • Minimum 7+ years of experience in leading/managing complex IT projects and/or programs using waterfall and/or agile methodologies.
  • Proven and consistent performance utilizing project management methodologies and practices to deliver complex projects on time, in scope, and on budget.
  • PMP, PgMP and/or CSM Certification.
  • May require subject matter expertise in each program domain if indicated.


Preferred:



  • Master's degree in relevant field.
  • Minimum 5 years of experience in Program Management related roles.
  • Six Sigma Certification.
  • Experience in Higher Education.
  • Subject Matter Expertise as identified.



Licenses/Certifications:

  • Must currently hold or pass a project management certification, such as PMP, PgMP, etc. within first 24 months of employment.



Knowledge, Skills, & Abilities:

Technical Skills:



  • Expert proficiency in Project Management (PM) skills: communications management, cost management, human resource management, integration management, procurement management, risk management, scope management, stakeholders' management, and time management
  • Ability to understand, document, and communicate business value as it relates to technical efforts.
  • Demonstrated working knowledge to perform requirements gathering, process mapping, quality management, contract management, process improvement, and program management.
  • Project management skills should be with projects of varying complexity and size.
  • Proficiency with application development methodologies - Waterfall and Agile.
  • Experience managing complex application platform projects (i.e., CRM, HRIS, SIS, EHR, Etc.).
  • Experience managing data projects (i.e., data warehouse, data management, data migrations, etc.).
  • Experience developing objective and lifecycle-based roadmaps.
  • Advanced proficiency in MS Office Suite.
  • Working knowledge in fiscal management and ROI calculations.
  • Proficiency in at least 1 PM tool suite.
  • Strategic and tactical planning.
  • Strong analytic skills.
  • Good understanding of advanced technical components and system interactions.
  • Expert proficiency in business case, functional and technical requirement documentation.
