About the Department:
Metropolitan Transportation Services (MTS), conducts planning for the regional transportation system that includes highways, transit, aviation, freight, and bicycle and pedestrian connections. The Metropolitan Council is the region's federally designated Metropolitan Planning Organization. MTS also provides direct transit service through contracts or partnerships with counties to deliver six major programs: Metro Mobility/ADA, Transit Link Dial-a-Ride, contracted regular-route bus service, microtransit, Metro Move and Metro Vanpool.
How your work would contribute to our organization and the Twin Cities region:
The Assistant Director, Metro Mobility manages the Metropolitan Council's contracted Metro Mobility services and staff; develops and implements Metro Mobility program goals, objectives, policies, and priorities according to established procedures and in compliance with the federal Americans with Disabilities Act (ADA) Federal Transit Administration requirements; and monitors and evaluates the performance, productivity, cost-effectiveness and contract compliance of the Metro Mobility contracted service providers ensuring program compliance with federal regulations.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

  • Develops and implements operating procedures for ADA complementary para-transit services in the seven-county metropolitan area.
  • Develops contract specifications and scopes of work for competitively procured service contracts.
  • Manages contracts and contractors to ensure contract guidelines are met and activities are coordinated with internal departments and external agencies.
  • Reviews and interprets financial operating information, prepares reports and develops recommendations for improvement of services and operations.
  • Develops and manages budgets and funding. Approves service provider contract payments.
  • Represents the Council to elected officials, appointed officials, consumers, advocates, media, public agencies, non-profit agencies, and any interested party regarding the Metro Mobility services in the region.
  • Ensures customer satisfaction with customers who have complaints/concerns.
  • Assists the Legal department with alleged ADA and system violations against the program.
  • Ensures all federal, state, and local laws, rules, and guidelines governing the operation of Metro Mobility are followed.
  • Coordinates with safety manager to identify and implement solutions to Safety Risk Registry items
  • Coordinates with MTS Federal Compliance Manager to identify risks, determine risk classification and establish corrective approaches for medium and high-risk issues
  • Serves as staff liaison to the Transportation Accessibility Advisory Committee (TAAC).
  • Managerial Responsibilities: Manages and supervises the department unit and staff.
  • Establishes goals, provides work direction, and evaluates and works to improve staff performance. Fosters a spirit of teamwork and cooperation among staff. Develops, monitors, and enforces the operating and capital budgets.
  • Works with the State Council on Disability, Deaf Blind Association, Vision Loss Resources, Lifeworks, Opportunity Partners, Interact, and other disability advocacy groups, to foster a spirit of cooperation and responsiveness to customer needs.

What education and experience are required for this job (minimum qualifications)

Any combination of professional and responsible work experience in transit management, transit contract administration, transit planning, or administration, including three (3) years of supervisory/management experience. AND completed education in business administration, public administration, planning, or related field.

  • Bachelor's degree AND six (6) years of experience
  • Associate's degree AND eight (8) years of experience
  • High school diploma/GED AND ten (10) years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience with ADA complementary transit federal regulations
  • Experience with Trapeze PASS scheduling software
What knowledge, skills, and abilities you should have:
  • Knowledge of MN laws and state statutes governing Metropolitan Council Special Transportation Service, Minnesota Data Practices Act, and Vulnerable Adult Law.
  • Knowledge of para-transit delivery techniques.
  • Principles and practices of supervision, staff development, personnel management, and labor relations.
  • Knowledge in project management and coordination, budgeting and estimation, and report writing for technical and non-technical audiences.
  • Knowledge of various software programs that support para-transit operations including word processing, spreadsheets, automated ride scheduling, calendaring, mobile data computer systems, operation of wide-area networks (WAN), telephone call management systems, mobile data computers (MDC), automated vehicle locators (AVL) and two-way radio voice communication
  • Ability to read, analyze, and interpret professional journals, technical procedures, and government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of customers or clients.
  • Ability to add, subtract, multiply, and divide using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent, and to draw and interpret bar graphs.
  • Skill and persuasive in dealing with internal and external customers, and business partners. Interactions with others generally require influencing, instructing and negotiating with individuals to gain their understanding, cooperation, and action. Interactions may involve efforts to persuade and negotiate with other representatives or officials outside of the organization who do not have the authority to act on behalf of the organization in matters where there are legitimate differences of opinion.   • Skill interpreting and applying federal & state regulatory requirements to standard operating procedures.
  • Skill report writing for both technical and non-technical audiences.
  • Skillin data analytics and applicability to public transit KPIs.
