NW REGIONAL ESD'S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

General Description:
Identification and recruitment includes seeking out and identifying children who potentially
qualify for the program, completing the paperwork necessary to establish their eligibility and
enrolling them in the program. This includes gathering the information needed to enroll
them into the Oregon Migrant Student Information System (OMSIS). Family Engagement
involves initiating collaboration with migrant parents and includes those in established
migrant parent groups. This position is aimed at supporting them in their acquisition of skills
related to advocacy and participation in school systems as well as facilitating parent training
in areas specific to migrant program goals.

SPECIFIC DETAILS:
The Migrant Recruiter/Family Engagement Specialist is a position focused on identifying and
supporting students that qualify for migrant services and their families. This position will be
based out of the NWRESD Clatsop Service Center in Astoria, Oregon and will service our
component school districts in Clatsop and Tillamook Counties.

There will be frequent travel between Clatsop and Tillamook Counties establishing
partnerships with the community and the families. There will be occasional travel to
the NWRESD Washington Service Center in Hillsboro, Oregon. Reimbursement for
mileage will be provided.

Migrant Recruiter/Family Engagement Specialists participate in regular regional and
statewide professional training sessions to support their work. This is a key position
within the Migrant Education Program team that offers significant benefits and support
to students and families.

Qualifications: To perform this job successfully, an individual must be able to perform
each essential duty satisfactorily. The requirements listed below are representative of the
knowledge, skill and/or ability required. Reasonable accommodations may be made to

1. Bilingual - Must be able to read, write, and speak fluently in English and Spanish.
2. Must be a high school graduate and/or equivalent. College graduates preferred.
3. Experience working as or with people engaged in agricultural, food processing, timber
harvesting, and/or other temporary migratory work.
4. Must be able to travel and possess a valid Driver's License and automobile insurance.
5. Must be able to attend regional and state in-service training.
6. Must be flexible, in order to work weekend and/or evening hours when needed.
7. Background and Criminal History Verification clearance.

KNOWLEDGE, SKILLS, and ABILITIES:
1. Must be able to work with diverse people
2. Must exercise patience and have a willingness to help families, and/or students with
questions, provide resources, etc.
3. Must be able to complete accurate and timely reports
4. Must have the ability to develop a liaison role between the home, school and community
5. Strong interpersonal skills and the ability to build and maintain relationships with diverse
stakeholders.
6. Ability to work independently, manage multiple projects, and meet deadlines.
7. Proficiency in using technology and software for information sharing,presentations, data
analysis, and communication.

Essential functions : Include the following. Performs some or all of the following tasks.

. The duties listed below are not inclusive, but characteristic
of the type and level of work assigned for this position.

A. Actively identify and recruit all eligible migrant children residing in component school
districts from 0 through 21 years of age. This includes activities such as: surveying the
area, establishing communication networks, establishing work relations with community
agency personnel, employers, and social services.
B. Complete, distribute and maintain a Certificate of Eligibility according to state/federal
guidelines for each eligible migrant family immediately upon their arrival in the school
district (regardless of whether students are in school or not. The home visitor must be
able to verify that the family has resided within their district boundaries for a minimum
of 48 hours).
C. Share information on eligibility of migrant families with preschool
programs as appropriate.
D. Provide assistance as a liaison between the home and school.
E. Promote activities between students, parents, educators, and communities and assist
schools and parents to organize and maintain an active Parent Advisory Committee
(PAC). Share with migrant parents and students all school services/programs available
to them. This includes the instructional program, OMSIS, the accident insurance
program, physical exams, and alternative educational program.
F. Network with other agencies providing services to migrant students to ensure a
coordinated service-delivery system.
G. Refer migrant families to appropriate health, social or legal services in order to meet the
needs of the migrant student's successful participation in school.
H. Prepare documentation such as a home visitor log, which reflects major home visitor
activities.
I. Prepare a list, when applicable, of migrant dropout students to be placed on file at the local Education Agency (LEA).
J. Recruit out-of-school students into educational programs.
K. Communicate with educational professionals and parents regarding student
progress and other pertinent information
L. Perform other duties and responsibilities as assigned.
