JOB SUMMARY:

Under general direction, the Dean for the School of Public Service Education directs, manages, and provides leadership in all instructional and support areas within the College's School of Public Service Education programs. Duties include responsibilities for the overall strategic vision of the School. Ensures coordination of courses, curriculum, and evaluation, as well as collaboration with other academic areas. Provides oversight over all managers, instructors, students, and clerical staff associated with divisional programs as well as federal and state grants associated with the School.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Provides leadership to all divisions within the School of Public Service Education in the areas of administration, management, supervision, budget preparation, evaluation, training, and staff development.

  • Responsible as a resource to the public service sector of the community by assessing educational needs, ensuring contemporary training partnership agreements, and by representing the College at appropriate professional and civic meetings.

  • Administers the development of budget for all divisional departments and assuring expenditure of funds are consistent with this planning.

  • Actively seeks funding support including grants and contracts to further the mission of the College.

  • Promotes submission of grant applications and administering resulting grants deliverables.

  • Actively identifies and pursues opportunities for securing federal funding to support the School of Public Service Education initiatives, projects, and programs. This includes researching available grant opportunities, developing grant proposals, and collaborating with relevant stakeholders to submit competitive applications.

  • Leads strategic initiatives aimed at expanding and enhancing IRSC's Public Safety Complex to accommodate the evolving needs of the Program. Spearhead efforts to build out top tiers for the Program, focusing on the development of advanced training facilities, cutting-edge technology integration, and innovative program enhancements. This involves assessing industry best practices, benchmarking against peer institutions, and designing state-of-the-art learning environments to support the Program's growth and excellence.

  • Works with College instructional administrators and faculty to develop and implement programs, courses, and schedules appropriate to the needs of our students and mission and goals of the College.

  • Develops a plan to effectively build a pipeline of students and generate top line revenue growth.

  • Ensures timely tracking of education program metrics. Prepares quarterly and annual reports.

  • Plans and coordinates faculty and staff training. Evaluates the effectiveness of programs and instructors

  • Provides leadership to ensure that programs are of high quality and responsive to college and community needs;.Monitors budget to ensure expenditures do not exceed allocated funds.

  • Resolves personnel issues and actively promotes opportunities for growth and development of employees.

  • Completes all other duties and responsibilities as assigned.

QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIREMENTS:

  • Master's degree in Criminal Justice or related field; Doctorate preferred; and a minimum fifteen (15) years of work experience of demonstrated diverse administrative and management experience in a higher educational environment at a college or university setting.

  • Must have proven track record working with diverse populations to develop high impact, credit programming.

  • Ability to monitor and control expenditures, including knowledge of justifications for budget items, to ensure compliance with district/college, state, and/or federal regulations to endure audits are free of recommendations or findings.

  • Proven experience working with recruitment, enrollment, and/or retention initiatives.

  • Proficiency in the use of learning management systems, instructional design and e-learning platforms for deployment of education programs.

  • Ability to deal effectively and diplomatically with diverse populations including students, faculty, staff, supervisors, and administrators.

  • Proven experience in program/project development, implementation, and management.

  • Excellent communication skills - both verbal and written to include strength in presentation skills.

  • Excellent interpersonal, organizational, and leadership skills.

  • Ability to administer, promote and evaluate a variety of academic and professional courses with proven success in course and faculty development.

  • Flexibility to work some evenings and weekends.

  • Strong leadership skills with the ability to pay close attention to detail.

  • Possession of a strong work ethic along with the ability to exercise good judgment.

PHYSICAL DEMANDS:

This position requires an ability to sit, stand, walk, bend, lift, reach up, stoop, and carry items occasionally more than twenty-five (25) pounds. It also requires manual dexterity to operate standard office machines, such as, copier, calculator, telephone, and other equipment as necessary. IRSC expects its employees to follow proper safety standards while employed by the College.
