Job Summary

The Water and Wastewater Supervisor coordinates and leads the daily activities and related resources within the Water and Wastewater Maintenance Crews as part of the Utility Division of the Public Works Department. The Utility Division is responsible for maintaining and operating the City's water, wastewater and storm water systems. Positions at this level have responsibility for personnel management, and development and implementation of complex operational programs. The Utility Division works jointly with the Public Works Streets and Grounds Division at the City of Kirkland Maintenance Center.

Principal Accountabilities
This position is responsible for maintaining and operating components of the City's infrastructure and implementation of short and long-term projects and programs designed to assure the most cost-effective and efficient approach to the continuous quality operation and maintenance of the City infrastructure. Positions assigned to these classifications possess decision-making authority in the areas to:
  • Attract, retain, and motivate a professional and competent staff.
  • Adhere to budget guidelines.
  • Resolve customer inquiries, concerns and complaints.
  • Coordinate Division activities with other Public Works divisions.
  • Coordinate Division activities with other City departments.
  • As part of the Utility Division and alongside the Streets and Grounds Division, jointly manage and establish rules, policies, and guidelines for the efficient workflow of all day to day operations and Maintenance Center activities.
  • Reports to the Public Works Utility Manager.

Essential Functions
  • Develops division workflow procedures, and implements management improvements and practices
  • Seeks solutions from staff for complex maintenance problems to insure efficient system operations. Work with crews to identify deficiencies in operations, maintenance and service delivery systems.
  • Hires, trains, evaluates and disciplines division staff.
  • Coordinates Division activities with the Public Works Utility Manger, Public Works Deputy Director, and other Public Works divisions and City departments.
  • Collaborates with other Department managers, division managers, and senior level department staff throughout the City and other governmental jurisdictions for the purpose of goal and policy development to insure consistency and integration with the City's mission.
  • Assist Utility Manger in forecasting the impact of resource changes on division and department activities.
  • Makes timely response and resolution to internal and external customer inquiries, concerns and complaints.
  • Assists the Utility Manager in the development of the division's annual operating budget, provides input for the establishment of annual infrastructure maintenance budgets, and generates service packages for consideration during the budget process.
  • Develops specifications and criteria for new equipment, vehicle replacements, tools and upgrades.
  • Interprets and enforces collective bargaining agreements covering unionized subordinates.
  • Develops and implements division goals in coordination with Utility Manager
  • Observes or monitors controversial or high visibility maintenance programs, projects, and emergencies.
  • Provides input, feedback and recommendations to the Utility Manager with regard to division policies and procedures.
  • Prepares and authorizes requisitions for the procurement of equipment, tools and supplies purchases.
  • Responsible for administering and adhering to all Federal, State and local laws, regulations and mandates in regards to safe drinking water standards for Public Water Systems and sewer collection systems.
  • Oversees the City's Cross Connect Control, Utility Locate, and Meter Reading Program.
  • Oversees the City's Fats/Oils/Grease (FOG) program.

Additional Responsibilities
  • Participates in emergency management preparation and planning.
  • Develops bid specifications for Request for Proposals (RFP).
  • May be required to return to the City during off hours in case of emergency
  • Responsible for administering the policies and scheduling of personnel for after-hours Regular and Telemetry Stand-by Duty.
  • Due to the nature of the division work, may be required to respond to cover emergent operational needs.
  • Assist with updates to the Public Works Department Pre-Approved Plans.

Knowledge, Skills and Abilities

  • Ability to read and interpret engineering drawings and maps.
  • Comprehensive knowledge of construction methods and engineering practices.
  • Advanced organizational skills to effectively manage multiple priorities.
  • Advanced analytical, public relations and communication skills (both verbal and written) to comprehend, interpret, and explain rules, regulations, legal requirements and policies.
  • Advanced interpersonal skills to build and maintain effective working relationships with a variety of internal and external customers and contacts.
  • Ability to remain flexible to changing priorities.
  • Advanced negotiation skills and contract administration skills.
  • PC proficiency including word processing, spreadsheet software, and other specialty software used by the Public Works and Finance Departments.
  • Working knowledge of construction equipment and machinery operations of all applicable City equipment.
  • Working knowledge of installation practices related to water, wastewater and storm water distribution and conveyance system infrastructures.
  • Knowledge of maintenance management principles and the ability to manage workload and budgets using a Maintenance Management System: recommending levels of services and performance standards for tasks performed by crews; forecasting annual work plan, anticipating seasonal nature of activities; monitoring planned versus actual budgets and production; making adjustments in schedule as necessary; recommending changes to annual budgets and workload forecasts based on unforeseen conditions or changes in policy.
  • Ability to use work order systems to plan, schedule, and monitor work.

Qualifications

Minimum Qualifications

  • Bachelor's degree in civil engineering or related field and five (5) or more years of supervisory experience in a Municipal or Utility organization.
  • State of Washington, Department of Health, Water Distribution Manager III certification or ability to obtain within 1 year.
  • Washington Wastewater Collection Personnel Association certification or ability to obtain within 1 year.
  • Comprehensive knowledge of the technical requirements and operation standards of water, wastewater and storm water systems and the knowledge of the principles and practices of municipal utilities.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.

Preferred Qualifications
State of Washington, Department of Health, Cross Connection Control Specialist certification. Valid Washington State Driver's License, valid First Aid and CPR certification.

Working Conditions
Work is primarily conducted in a typical office environment. Incumbent is frequently required to sit for extended periods of time. Incumbent is occasionally required to conduct site visits, which may include climbing ladders to enter confined spaces, using manhole steps or access ports to inspect facilities or resolve problems. Site visits frequently include travel in the field to view problem sites, which may expose the incumbent to high decibel levels from operating equipment, hazardous conditions, rugged terrain, and/or outside weather conditions.
