Overview

Appointment Type: Full-Time Regular (FTR)

Location: Oak Ridge, TN, Hybrid, or Remote (U.S. Based Locations)

*Salary Range: $61,027 - $84,906

PURPOSE: This position supports the implementation and execution of educationally-based internship, fellowship, and research experience programs sponsored by federal agencies and other sponsors. The individual will be performing key program management functions with the intent of the overall mission and the core values of the institution, including placing a primary emphasis on the student learner. The position will help manage aspects of team projects (programs), so they are administered on time and within budget. The position functions with little supervision and is able to handle conflict and negotiate effective solutions in a team environment.



Responsibilities

    Works with the Associate Managers and Project Managers to design, communicate, and implement an operational plan for completing team projects; monitors progress and performance against the project plan; and takes action to resolve operational problems and minimize delays.
  • Maintains knowledge of Program Specialist and Project Manager roles and supports and assists as needed.
  • Establishes standards of performance and implements quality control measures for all aspects of team projects.
  • Formulates, prepares, and delivers reports, briefs, evaluations, and other materials. Responds to data, audit, and other requests.
  • Sets priorities, allocates tasks, and coordinates project staff to meet team project targets and milestones. Conducts planning, scheduling, assigning resources, training, and monitoring/tracking progress on team projects.
  • Supports team financial management and reporting, including reviewing and approving participant travel and other participant costs.
  • Coordinates and communicates with mentors, sponsors, participants, Project Managers, and Associate Managers related to participant cost and requests.
  • Supports monthly and supplemental stipend batching and funding approval process.
  • Updates records and financial tools (PMATS, Oracle, Zintellect) as needed.
  • Supports applicant outreach and participant engagement approaches for assigned programs.
  • Develops and executes outreach strategies, prepares, and reviews program announcements, and participates in professional meetings, conferences, college and university campus fairs, etc. for outreach and engagement purposes.
  • Supports sponsor engagement and training with a focus on program assurance and compliance and development of new business opportunities.
  • Represents the group, STEM Workforce Development (WD), and ORISE/ORAU on various committees and professional societies, and at national meetings and public forums.


Qualifications

Bachelor's degree in business, scientific, technical, education or related field and 3-5 years of job related experience. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements. Master's degree in Education, Science, or Engineering preferred.

  • Ability to use project management best practices, processes, and systems to support STEM WD programs.
  • Knowledge of outreach strategies including effective, cost-efficient methods to recruit large numbers of highly qualified, diverse applicants.
  • Ability to establish standards of performance and implement quality control measures to support participant management activities.
  • Ability to formulate, prepare, and deliver reports, briefs, evaluation, and other materials.
  • Ability to develop effective working relationships with a wide array of participant types, mentors, sponsors, federal agencies, and professional organizations.
  • Requires excellent oral and written communication skills, customer service skills, demonstrated leadership ability, and advanced computer skills.
  • Proficient in the use of MS Office Applications including Word, Excel, Outlook and PowerPoint; and knowledge of social media and Web publishing, SharePoint, and database applications.
  • Ability to use data to make decisions and advance program management is a plus.
  • Ability to Travel 5-10 days per year.

*The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
