Overview

As the Senior Analyst - Regulatory Strategy and Financial Analysis you will participate in the support of TDS's regulatory strategies that protect and/or increase existing revenue streams and maximizes opportunities for revenue growth. This involves monitoring and analyzing the financial operations of telephone companies in multiple states and determining what actions should be taken.

You will lead initiatives such as preparing rate cases, financial exhibits, direct and rebuttal testimony, working with PSC Staff and consumer groups, earnings monitoring and PSC financial reviews, coordinating and preparing responses to Commission and internal data requests and strategic analysis of earnings-impacting regulatory/industry issues. This is accomplished by having a strong understanding of TDS's financial systems, service costs, regulatory processes, revenue sources and working closely with the business units to assess their objectives within a regulated or partially regulated environment.

Also you will assist management in the development and implementation of effective internal regulatory revenue and earnings policies and procedures that balance the complex interest of all internal business units, protects existing regulated revenue streams, and maximizes opportunities for revenue growth.

*This position has the opportunity to work remotely out of any of the US States that TDS operates in.*

The pay range listed for this position represents the low and high end of the base compensation range. The actual offer amount will carefully consider multiple factors, such as relevant skills, qualifications, work experience, location and/or competencies that align with the specified role. Certain positions are eligible for additional forms of compensation such as bonuses and equity awards.

Responsibilities

    Leads rate case teams and prepares rate case exhibits and testimony in support of local rate increases and state USF receipt including all analysis and supporting workpapers and responses to commission data requests.
  • Prepares and reviews reports and financial exhibits for the telephone companies as requested by commissions, management or other internal customers concerning earnings analyses, annual regulatory reports, monthly/quarterly results, depreciation studies, construction plans, access rate reform and other rate impact studies. Coordinates and develops responses to Commission and industry data requests.
  • Monitors regulated earnings for ILEC companies to maximize earnings retention. Identifies earnings shortfalls and participates in the preparation of the analysis to determine the most beneficial approach to improve earnings.
  • Assists Manager, Associate Manager, and state government affairs managers in monitoring and participating in state regulatory and industry issues as they arise and analyzing the financial impact on the telephone companies to ensure timely identification and responses.
  • Special projects including reduced regulation analysis, operating budget process and others as necessary.
  • Review CABS switched access billing to ensure accuracy and compliance with access tariff applications of billable rate elements and also analyze minute of use trends to identify potential under/over billing.


Qualifications

Required Qualifications

  • Bachelor's degree with emphasis in accounting or finance or 4+ years of professional work experience.
  • 3+ years combined regulatory and telecommunications or related industry experience.

Other Qualifications

  • MBA, CPA or CMA.
  • Strong analytical and mathematical skills.
  • Strong computer skills and experience including mainframe applications, SAP, CABS, and MS Office applications.
  • Ability to work effectively with internal and external staff from various technical disciplines and backgrounds.
  • Ability to act independently and evaluate alternatives.
  • Good written and oral communication skills.
  • Good organizational skills.
  • Supervisory and coaching skills.
  • Self-motivated.
  • Detail orientated while maintaining a high-level view of the overall business.

Associates scheduled to work 20 or more hours per week have access to medical, dental, vision, life insurance, a 401(k) plan, and paid time off benefits such as vacation (15 days accrued per year for full-time; pro-rated for part-time associates working between 20-39 hours), sick leave (10 days accrued per year for full-time and pro-rated for all other associates), seven paid national holidays and one floating holiday, paid parental leave (2 weeks after 12 months of employment), among others.
