Job Summary This position will direct the planning, development, implementation and evaluation of assigned organization-wide programs, initiatives and related functions including leading strategic operations for a district-wide business team. In this role the individual will lead a project management and planning office that gives attention to enterprise performance issues, process improvements, and organizational efficiencies. The position reports under the Associate Vice Chancellor for Enterprise Performance & Chief of Staff in the Office of the Chancellor. Essential Functions 40% Strategy & Operational Planning, Execution, Assessment, Reporting Drive strategic and long-range planning; Implement, oversee, and report on systemwide strategy planning efforts. Monitor implementation of strategic priorities, goals, and activities to evaluate plan progress; develop methods for disseminating information and outcomes; direct development of strategic performance reporting. Develop and maintain strategic planning timeline, tools, and documentation. Direct and/or coordinate resources systemwide in strategic planning efforts. Manage strategy and evaluate progress for systemwide initiatives in the Office of the Chancellor. Evaluate system and college strategy alignment and communicate areas of improvement; maintain visibility of initiatives throughout the District to ensure comprehensive, transparent, and effective implementation. Serve as system wide champion for operational planning and execution framework; facilitate systemic strategies that support consistency in implementation and adoption; guide development of training materials and procedures for sustainability in long term implementation and increased clarity of framework. Serves as a member of the System Strategy Steering Team and assigned task forces. 25% Enterprise Performance/Improvement; Project & Change Management Lead performance management activities, project teams, and manage a portfolio of systemwide projects and strategic initiatives that support enterprise performance, efficiencies, and improvement. Evaluate assigned organizational structures and practices to recommend actions that maintain and enhance quality, program performance and customer responsiveness. Organize new, complex and disparate issues into strategic and tactical performance plans. Serve as a strategic partner and manage processes (case for change, operational program reviews, organizational structure/alignment), collect and analyze complex data and information; summarize findings in applicable reports or other communications. Direct initiatives along the full change management lifecycle including stakeholder analysis, readiness assessments, sponsor plans, communication, training and reinforcement plans for high priority transformational initiatives. Develop comprehensive communication plans for broad stakeholders; Participate in meetings and drive action items with leadership, stakeholders and various constituents from colleges, institutes, and units. Collaborate with other departments and functions to drive a culture of continuous improvement and share best practices. 20% Survey/Experience Management Oversee systemwide experience management assessment activities; collaborate with leaders to develop, implement, and administer student/employee surveys; analyze data, prepare reports, and provide recommendations to inform strategies and solutions that improve the student/employee experience. Foster a culture of data informed decision making; Provide support, consultation, and assistance to district/college councils and committees, advisory groups, departments or leaders which may include performing research, authoring documents, making presentations and providing technical assistance to further implementation of XM findings. Build and maintain successful working relationships with partners; manage and facilitate the systemwide use of technology tools and resources to support experience management efforts. 15% EPO Supervision/Other Guide development of systemwide reporting (Federal, State, Governing Board, Internal/External Stakeholders); Respond to requests for information and provide subject-matter-expert guidance in assigned areas. Build collaborative relationships to further key initiatives, coordinate programs, workshops, and provide training to faculty, staff, and administrators. Facilitate systemwide planning meetings, maintain accurate actions plans, and assess outcomes. Work closely with Executive Leadership, Councils, and other stakeholders as a resource and coach to drive systemwide vision for Excellence in Education. Oversees assigned contracts and procurement activities to support strategic initiatives. Serve on assigned committees, task forces, and work groups; performs other duties as assigned. Plans, organizes, assigns, supervises, reviews and evaluates the work of staff; develop learning plans; provide opportunities for growth and development. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in statistics, educational studies, business administration or directly related field and six (6) years of progressively responsible experience administering institutional effectiveness programs and activities, which includes two (2) years of supervisory experience. OR Associate's Degree from a regionally accredited institution in statistics, educational studies, business administration or directly related field and eight (8) years of progressively responsible experience administering institutional effectiveness programs and activities, which includes two (2) years of supervisory experience. OR High School Diploma or G.E.D. and ten (10) years of progressively responsible experience administering institutional effectiveness programs and activities, which includes two (2) years of supervisory experience. Desired Qualifications A. Five years (5) experience developing strategies and workflow for executing complex projects and initiatives. B. Experience leading the development and implementation of strategic and operational planning frameworks. C. Progressive leadership experience leading change initiatives that improve operations and organizational efficiencies. D. Demonstrated ability to manage multiple priorities simultaneously while delivering outstanding quality and meeting established deadlines. E. Project management certification.
