Under the direction of the Executive Director of Special Education for Baltimore City Public Schools (City Schools), the Manager is responsible for monitoring and managing the day-to-day operation and coordination of specially designed instruction (SDI) and related services for students with disabilities as outlined in federal/state regulations. Represents the Executive Director of Special Education and provides leadership and direction for special projects in special education that may have an operational or organizational impact. The Manager provides direction and insight by participating in the development of policy, organizational and financial analyses.

The Manager ensures effective liaison, appropriate confidentiality, and coordination with all academic and non-academic departments on matters relating to special education and related services administration, management, operations and strategic planning that support a culture of rigorous learning with increased outcomes for all students, rooted in the mission to eliminate disparities in achievement and to ensure college and career readiness for all students.


Essential Functions



  • Collaborates and works cross-functionally with central office departments (academic and non-academic) on initiatives which build support systems that support a culture of rigorous learning with increased outcomes for all students.
  • Coordinates and manages office administrative tasks including correspondence, leave request department calendars, newsletters and guidance documents.
  • Reviews and prepares executive summaries of department reports, memoranda, guidance documents; and strategic plans.
  • Assists with the preparation and monitoring of grants and budgets at both the district and school level.
  • Responds to inquiries about problems, issues, program status, or activities and provides reports to the Executive Director for Special Education.
  • Participates in the planning of administrative, staff development meetings, and departmental meetings.
  • Collaborates, monitors and implements procedures for the distribution and use of funds allocated to implement special education, alternative option programs and services.
  • Provides advice and assistance in the daily management oversight for the departments within Special Education.
  • Drafts correspondence, executive summaries, and documents presented on behalf of the Executive Director for Special Education to the Board of School Commissioners, CEO, CAO, senior management, and outside interest groups.
  • Responds to information requests from City Schools' office departments, individual schools, and the public on matters relating to programs, and/or needs.
  • Reviews management policies and procedures and prepares reports and memoranda documents applicable to academic and non-academic services and programs they relate to students with disabilities.
  • Assists with planning, organizing and directing policy and organizational analysis on issues and concerns which may impact City Schools' operations.
  • Assists in the development and implementation of MSDE plans, City Schools Master Plan and other strategic program initiatives.
  • Represents the Executive Director of Special Education at various meetings and conferences as required.
  • Consults, advises, and may provide leadership on behalf of the Executive Director of Special Education to academic programs and/or initiatives being proposed by academic and non- academic departments.
  • Coordinates involvement in community activities including advisory councils and planning committees.
  • Meets with and may address a variety of groups, including employees, school administrators, public and private agencies, and community organizations on behalf of the Executive Director for Special Education.
  • Supports director and coordinator level staff with effective project management.
  • Keeps abreast of current district, state, and federal policy and/or legislation as it relates to teaching and learning; provides relevant recommendations and/or feedback on policy updates.
  • Manages strategic hiring process for the Office of Special Education; supports the school based hiring of key district managed positions.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Bachelor's degree in education, business, management, public administration or related field. Degree must be from an accredited college or institution.
  • Three years of administration experience in education or related field (special education preferred)
  • Exceptional verbal and written communications skills including the ability to make effective presentations to diverse audiences.
  • Interpersonal skills that ensure effective teambuilding.
  • Strong organizational, management and leadership skills.
  • Ability to work with all levels of management to facilitate change, implement strategy and accomplish objectives.
  • Ability to work effectively in a high pressure, deadline regulated atmosphere.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and organizational skills.
  • Proficient in the use of technical computer applications including Microsoft Office, particularly PowerPoint and excel.
  • Ability to facilitate positive communication and coordination of program activities amongst a variety of stakeholder groups.
  • Ability to analyze and interpret data and make programmatic recommendations and/or decisions aligned to best practices and district priorities.
  • Ability to prepare and deliver effective presentations and written work products.
  • Ability to provide specific feedback on work products of various content and purpose.
  • Ability to work effectively in a fast paced, high pressure atmosphere in which there are multiple short and long term tasks.
  • Ability to think strategically and manage programs and partnerships.
  • Ability to develop and maintain effective relationships with a wide range of stakeholders, including staff and partners, community and business agencies; federal, state and local officials.
