Specialist - Accounting (Operations)

Performs a variety of complex accounting tasks and budget analysis in support of accounting, budget, and/or business management functions for Operations. Works collaboratively with senior project managers and directors in preparing budget statements and records, processing payments and deposits, examining accounts and records for compliance with accounting procedures and City Schools' policy, and/or managing financial and business affairs. Functions as a team lead on major budget projects and provides guidance and instruction to Accounting Assistants. Reviews and monitors complex budgets for completeness, accuracy, and conformance with procedures, standards and regulatory requirements.


Essential Functions



  • Coordinates and assists management with the preparation of budget plans and narratives for specific budget and expenditure allocations.
  • Monitors budgeted revenue/expenditures to actual revenue/expenditures and prepares budget amendments as required.
  • Plans and performs a variety of budget/expenditure projections and fiscal simulations, analyses and calculations.
  • Analyzes financial statements; identifies trends and concerns with recommended solutions.
  • Monitors compliance with contract requirements throughout the budget cycle.
  • Maintains the administration of budget trackers to monitor and account for revenues, assets, liabilities, invoices and expenses.
  • Compiles and assembles accounting data and records data on various documents.
  • Reviews, reconciles and audits accounts, special funds and records.
  • Allocates costs to a variety of activities.
  • Determines accounting adjustments and posts adjusted entries to accounting records.
  • Reconciles and balances accounts to ensure accuracy.
  • Compiles and writes special and recurring financial statements and reports.
  • Prepares and monitors budgets as assigned.
  • Collects budget data and recommends budget expenditures.
  • May provide guidance and instruction to assigned financial personnel.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies and the professional standards.

Desired Qualifications



  • Bachelor's degree in accounting, finance, business administration or related field. Degree must be from an accredited college or institution.
  • Additional accounting experience may be substituted on a year for year basis for up to two years of the education requirement.
  • Other equivalent combinations of applicable education, training and experience that provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.
  • Three years of experience in budgeting or related financial analysis to include at least one year in a lead capacity.
  • Demonstrated skill in preparing clear, concise and comprehensive reports and recommendations and presenting accounting and budgeting principles and concepts to non-financial managers.
  • Ability to query, organize, and analyze accounting data and concepts using specialized computer applications for financial management such as Oracle Fusion.
  • Thorough knowledge of accounting and routine auditing practices and procedures.
  • Thorough knowledge of funding and cost accounting system at Baltimore City Public Schools or comparable school system.
  • Ability to provide guidance and training to assigned Accounting Assistant.
  • Contacts vendors, departmental personnel, grant recipients and others to obtain and provide information and resolve discrepancies.
  • Ability to establish and maintain effective working relationships with Baltimore City Public Schools personnel and external agencies.
  • Demonstrated skill and ability to prepare, clear and concise financial reports using expenditure patterns and forecast spending.
  • Effective verbal and written communication skills.
  • Proficient in the use of technical computer applications including Microsoft Office Professional Suite, particularly Excel.
  • Ability to respond to situations while maintaining composure and always demonstrating appropriate professionalism and restraint.
