Supervises: Manager, Monitoring, Evaluation and Reporting (jointly managed with Kenya Country Director)

Position Summary
The Associate Director, Monitoring, Evaluation, and Learning (MEL) provides leadership and direction setting for all MEL-related initiatives at Refuge Point. The Associate Director is responsible for overseeing implementation of agency-wide MEL infrastructure to ensure coordination with operational-level plans and alignment with organizational mission, values, and strategies. The Associate Director will work with staff to strengthen MEL efforts in all phases of the project management lifecycle, including: 1) assessment/planning; 2) implementation/monitoring; and, 3) learning/evaluation.
Responsibilities and Duties
Data Collection, Management, & Monitoring
- Develops and maintains data collection and management tools and processes.
- Ensures generation of high quality data for decision-making, identifying trends, improving programs, demonstrating impact, and, building a culture of continuous learning.
- Oversees implementation of policies related to data privacy, confidentiality, and responsible data use.
- Provides leadership for the development of indicators and measures for direct services, capacity building, and systems/policy change.
Analysis & Reporting
- Supports data analysis and ensures timely reporting.
- Ensures that program reports (and other evidence-informed products) contain information to assess status, make improvements, and allow for decision-making and priority setting.
- Supports operations and systems to ensure that quality reporting standards are achieved.
- Presents data in formats that allow for effective dissemination/reporting of information internally and externally.
- Represents the agency in the presentation of results to various audiences.
Learning and Knowledge Management
- Establishes evidencing and learning agendas that incorporate indicators, including but not limited to dashboards.
- Builds evidence-informed learning systems and processes to support continuous improvement.
- Builds internal capacity for staff to actively participate in a culture of learning.
- Maintains awareness of new methods, approaches, models, and evaluation results that are relevant to the work of the agency and take steps to introduce these wherever possible.
Evaluation
- Establishes evaluation priorities and manages implementation.
- Provides leadership for matching research questions with evaluation design.
- Assists with the selection of appropriate evaluation/assessment questions/topics and identifies robust methods.
- Assesses needs and opportunities related to exernal evaluation; manages the selection and oversight of external evaluations.
Planning
- Works with staff to develop measurable strategies, theories of change, and plans with appropriate and robust indicators.
- Supports the development of agency-work plans.
- Supports the development of grant applications and new program initiatives by integrating MEL (e.g. theories of change, log frames, and/or performance monitoring plans).
Supervision and Leadership
- Provides leadership in interfacing with Refuge Point Board (s) and Board Committees on matters related to MEL.
- Represents the agency in building MEL partnerships and works collaboratively with partners and donors.
- Works closely with program and other agency leadership staff to strengthen MEL efforts.
- Strengthens policies, procedures, and capabilities to ensure the healthy functioning of quality agency-wide data systems.
Qualifications/Requirements
- Minimum of five years of experience implementing and managing MEL activities and methods in complex, rapidly changing environments (international setting preferred).
- Excellent communication skills with the ability to build coherent, meaningful narratives from data.
- Strong methodological and analytical skills with demonstrated ability to employ mixed methods approaches to measure impact, attribution and contribution.
- Significant experience in the design and implementation of MEL plans for capacity building and systems change initiatives.
- Demonstrated experience in data collection, management, analysis, and reporting.
- Proficiency with Excel, Salesforce, statistical/data analysis/survey software, and data visualization applications.
- Must have knowledge of key evaluation principles, development of indicators, and measurement techniques.

Compensation
