Job Description Summary

Advisors is the mission-based consultancy within Enterprise supporting local partners to raise up new ideas and standards to cultivate more inclusive and equitable communities, so that all people have a place to live, grow, and thrive. We are seeking a creative and engaged Program Officer to join our Fair Housing/Public Housing Revisioning (FH/PHR) team. Advisors delivers capacity building and technical assistance through engagements derived from contracts with federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and other sources. The goal of these engagements is to improve the capacity, outcomes and impacts of community development, housing programs, and organizations nationwide.

The Program Officer will manage a portfolio of projects that support public housing agencies with serving their residents and work more effectively with their local partners. In addition, the portfolio will include engagements focused on fair housing planning; development of Affirmatively Furthering Fair Housing guidance, tools, and products; assisting jurisdictions and public housing agencies in fulfilling obligations under Voluntary Compliance Agreements; and Racial Equity Impact Assessments.

The successful candidate will bring a working knowledge of fair housing principles, particularly as they apply to entitlement jurisdictions and public housing authority administration of such programs as public housing, Housing Choice Voucher, Capital Fund, RAD and Asset Repositioning strategies, in addition to other community development topics, and will demonstrate the desire to embed this knowledge in TA engagements across multiple program lines. The work will involve continued integration of principles of racial equity, access to opportunity, fair housing, place-based investments, and mobility into the broader array of Advisors' work with local housing departments and other agencies, public housing authorities, and nonprofit community organizations.

The Program Officer will report to the Director for the FH/PHR team and may be based in any of the following locations: Washington, DC; New York, NY; Boston, MA; Atlanta, GA; Cleveland, OH; New Orleans, LA; Chicago, IL; Detroit, MI. Approximately 25% travel required.

Salary Range: $70,000-$80,000

Job Description

Job Responsibilities:

Our FH/PHR team partners with the US Dept of Housing and Urban Development (HUD), entitlement jurisdictions, public housing authorities, community organizations, elected officials, and others to address housing needs and advance economic mobility and racial equity through our engagements. The FH/PHR team manages and executes technical assistance engagements in the following core areas:

  • Fair Housing and Racial Equity
  • Affirmatively Furthering Fair Housing for PHAs and Entitlement Jurisdictions
  • PHA Operations and Management
  • Public Housing and Housing Choice Voucher programs
  • RAD and other asset repositioning programs
  • Choice Neighborhoods
  • Moving to Work
  • Strategic Planning
  • Partnership Development
  • Resident and Community Engagement

The Program Officer will continue to improve operating efficiency and team capacity, and provide direct technical assistance, project management and coordination support, including research, data-gathering, report-writing, logistical and administrative support, as part of the Enterprise Advisors team. In addition, the Program Officer will be expected to:

  • Coordinate internal and external meetings for the team, including coordinating schedules of team members, organizing team calls, preparing recap notes from team calls, and ensuring information exchanges between team members.
  • Conduct and coordinate research, data and document collection and analysis, including consultant deliverables.
  • Prepare written materials and summary reports articulating the outcomes from TA assignments.
  • Assist experts by performing research and analysis of market data and other data.
  • Create PowerPoint presentations and Excel spreadsheets.
  • Edit, format and proofread TA deliverables, reports, and other documents.
  • Develop and maintain excellent working relationships with HUD staff, clients, consultants, and other team members.
  • Manage the process and assist in preparation of proposals for RFPs, RFQs, and NOFAs.
  • Assist in the development and updating of departmental web content and marketing materials.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor's degree required
  • Minimum of two (2) years of directly relevant experience and/or four (4) years generally related experience required.
  • Graduate degree with technical expertise may be substituted for experience.
  • Degree programs or equivalent experience in the following areas are encouraged: City and Regional Planning, Public Administration, Public Policy, Sociology, Business, Social Work, or Economics.
  • Demonstrated commitment to and experience with furthering fair housing, housing rights, and affordable and public housing programs.
  • General knowledge about the affordable housing industry and subsidized housing programs.
  • Ability to interpret and summarize fair housing, public housing, and affordable housing policy and regulations.
  • Ability to function effectively both independently and collaboratively within a diverse team environment.
  • Ability to take initiative and direction on research related tasks.
  • Demonstrated organizational, work management, and group process skills, ability to take initiative to identify and propose new tasks and procedures.
  • Demonstrated ability to create and maintain spreadsheets, databases, and project tracking protocols to produce reports as necessary; ability to review budgets and monitor for quality control.
  • Ability to organize and provide team members with easy access to procedural documents, forms, document templates, model documents from previous work and other resources for shared use.
  • Ability to manage time, prioritize tasks and meet deadlines, and produce quality products within tight time constraints.
  • Demonstrated experience in working on multiple priorities consecutively and sequentially and meeting quality standards for accuracy, attention to detail, and timeliness.
  • Ability to review documents and summarize content, including developing and evaluating outcomes, lessons learned and best practices. Familiarity with qualitative outcome measurement methodologies and techniques preferable.
  • Strong writing skills and the ability to proofread and edit for punctuation, grammar, spelling, and clarity.
  • Demonstrated knowledge and competence in the use of Microsoft software applications: Outlook, Word, Excel, PowerPoint, web and email applications.
  • Communications experience desired.
  • Approximately 25% travel required.
