This Opportunity:
Palladium seeks an experienced Technical Director- RMNCAH-N & Community Engagement (Technical Director) for the anticipated USAID/Ethiopia activity focused on achieving better health and nutrition outcomes through improved community engagement and ownership of health and strengthened social accountability systems. The activity aims to improve individual and community knowledge and understanding of their own health rights, available services, and fee and delivery structures to make informed decisions in managing their own health. In addition, the activity will build the capacity of non-state actors (NSAs) including but not limited to private organizations, faith-based organizations (FBO), community-based organizations (CBOs), civil society organizations (CSOs), and or other formal and informal community platforms, to collectively advocate for more transparent and responsive health services on behalf of individuals, families and communities accessing care.
Reporting to the Chief of Party (COP), the Technical Director is responsible for all aspects of the technical activities and services. S/he will serve as RMNCAH-N / Community Engagement technical subject matter expert,
oversee the technical teams and partners, and support the monitoring and evaluation teams' daily operations. S/he will ensure effective coordination with key stakeholders, including government, NSAs, CSOs, CBOs, FBOs, and other community platforms. Responsibilities include leading technical design and implementation, operationalization of program standards, systematic monitoring of program results against targets and work plans and employing data for decision-making and course correction. The Technical Director is a senior leadership and key personnel position. This position is contingent upon award.
Duration: 5 years (anticipated start in April 2023)
Location: Ethiopia
Primary Duties and Responsibilities:
  • Responsible for the overall technical direction of the project and management of project activities, providing technical leadership to the project team to ensure high quality programming to achieve project results.
  • Supervise and provide technical leadership and guidance to project staff and partners throughout the design and implementation of project strategies to ensure effective integration of project's objectives
  • Lead the technical design and create a realistic and donor-responsive timeline and continuously evaluate project progress towards achieving program's strategic goals.
  • Develop and maintain effective partnerships with development partners such as government institutions, private sector, civil society, and community
  • Build local partners and local staff capacities
  • Manage and mentor project staff or key stakeholders
  • Identify issues and risks related to activity implementation in a timely manner and suggest appropriate adjustments
  • Comply with USAID and Palladium reporting requirements on program impact and implementation
  • Perform any other relevant duties as assigned by the COP
Professional Expertise/Competencies Preferred:
  • Master's degree in public health, healthcare administration, or a related field.
  • At least ten years of relevant experience working on health community engagement and/or RMNCAH quality improvement in Ethiopia and or similar context
  • At least five years of senior leadership experience on a similar USG or other donor funded project
  • Demonstrated experience as a technical advisor for family planning, RMNCAH-N, community engagement and or similar international development projects
  • In-depth technical knowledge of country-led development approaches and stakeholder engagement models
  • Demonstrated skills, abilities and experience to provide technical direction for a program of the same scale and complexity, and oversee programming across various technical disciplines
  • Demonstrated experience in cultivating and sustaining working relationships with government, civil society, communities, and the private sector
  • Prior experience developing strategic plans, workplans, and/or activity plans for RMNCAH programs.
  • Ability to communicate effectively and high comfort level writing and presenting data and information in a compelling way to different audiences.
  • Fluency in written and spoken English and ability to communicate across technical disciplines and non-technical audience required.
  • Must be willing to live and travel within Ethiopia.
  • Preference for previous work experience on USAID-fund programs
