Description
As the Business Analyst for Finance and Analytics, this position will support a variety of Office of Long Term Services and Supports (OLTSS), MassHealth and EOHHS-wide projects that further the mission of MassHealth. The incumbent will reside in the Finance and Analytics Team and act as the intermediary between the business and Information Technology (IT), using a deep understanding of business strategy, goals, processes, and technology to enable program and business partners to achieve their desired outcomes in a data driven manner. More specifically, responsibilities will include working with OLTSS program staff and other business partners to elicit high-level requirements and capture business needs, understanding the program operations journey to translate to use cases and user stories, act in the capacity of product owner for smaller initiatives/projects, identify unarticulated business needs and coordinate between stakeholder groups to address them, engage with program and other MassHealth areas to develop consensus and influence project decisions, develop and control business requirements documents (BRD), project plans and coordinate resources to accomplish project objectives, overseeing financial or data analytics for strategic projects, and communicating strategically with stakeholder groups. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
