Human Capital Consultant (Hybrid Position, DoD Clearance Required)

Are you a curious, future-focused, problem-solving Senior Human Capital Consultant with a Secret Clearance who is inspired to develop, manage, and implement comprehensive human capital initiatives to drive organizational and workforce excellence? SRE is looking for a Human Capital Project Manager to lead strategic initiatives in support of the Human Resources Directorate for the Defense Threat Reduction Agency (DTRA). DTRA is a fourth-estate agency within the DoD and supports DoD, US Government, and international partners in detecting, deterring, and defeating weapons of mass destruction and emerging threats. The successful candidate will be a resourceful self-starter who can operate with initiative and minimal direction, who also has a proven track record of successfully managing projects from concept through implementation.

What you will do:

The Human Capital Project Manager is responsible for managing all aspects of multiple Workforce Shaping initiatives, interfacing with multiple clients and project team members, and delivering impactful work products to meet both client and company expectations. This position is full-time, with a hybrid onsite work schedule.



  • Management Consulting

    • Provide consulting in the following areas: workforce planning; talent acquisition and management; data collection, analysis and reporting; organizational development; leadership and employee development and/or coaching; strategic communications; and change management
    • Conceptualize, design, develop, and implement new programs (some examples include a strategic workforce plan; talent acquisition program measurement & evaluation framework; advancing the onboarding program from a 1-month to an 18-month program)
    • Identify Key Performance Indicators and recommend metrics; perform benchmarking; establish program & project baselines; support the collection, review, and aggregation of data; perform data analysis; and develop dashboards and visualizations to support decision making


  • Project Execution & Management

    • Translate strategic concepts into actionable plans, and develop project schedules and work products
    • Monitor project deliverables to ensure quality performance
    • Manage level of effort, competing priorities, and short-turn projects while communicating status and risk to the COR and relevant stakeholders
    • Prepare and deliver project and contract progress reports


  • Client Communication

    • Establish relationships with clients as a go-to trusted partner
    • Provide high-quality, effective, and influential briefing materials to DTRA stakeholders ranging from junior government employees to senior Agency leadership
    • Design and support the implementation of change management strategies focused on stakeholder engagement, adoption, and communication
    • Strive to identify organic growth opportunities with the client, and market SRE core capabilities


  • Resource Management

    • Coordinate and manage the work of a small project team assigned to the contract
    • Maintain a positive working environment
    • Coach, counsel, and mentor project team members




What you will need for this position:

Required Qualifications



  • Active DoD Secret Clearance.
  • Eight (8) years of experience managing varied human capital programs and initiatives.
  • Bachelor's degree from an accredited college or university.
  • Note: Additional professional human capital work experience may be substituted on a year for year basis for up to four (4) years of the required education.
  • Ability to travel to and from the client site at Fort Belvoir, VA approximately 2 times per week.


Preferred Qualifications



  • HR Certification (SHRM-SCP, SPHR, etc.).
  • PMP Certification.
  • Master's degree in Human Capital, Human Resources Management, Business, Industrial Psychology, Organizational Leadership, Organizational Change Management, Communication.
  • Experience in workforce transformation and strategic workforce planning.
