The Role

Assists in monitoring activities of consultants, contractors, and Agency employees engaged in the design, construction, and/or installation of electrical systems connected to facilities, stations, tracks, systems, buildings, bridge structures, and other related features associated with extensions to the light rail system or other capital projects. For example replacement of: CCTV system upgrades, SCADA system upgrades, train control system upgrades, traction power substation upgrades, PA/customer information systems upgrades, etc. Responsibilities will include: developing project design phase and/or construction documents, assist with hiring and management of consultants and contractors, administering contracts to ensure timely delivery of project deliverable within project budget and schedules, meeting project and organizational goals, and providing project guidance including testing, commissioning and system startup.

Responsibilities




  • Work with the Sr. Director Project Quality Assurance and Quality Control on prioritization of project work. Keep the Sr. Director informed on progress with assigned work. Escalate challenges and problems promptly and ask for guidance on prioritization or direction as needed.
  • Assists the Sr. Director Project Quality Assurance and Quality Control on all tasks. Coordinates with the Sr. Director to insure adherence to schedules and budgets.
  • Acts as primary point of contact between contractors and the project designers. Responsible to coordinate timely response of field inquiries. Verify that the responses are documented in the contract documents.
  • Coordinate and plan all major Operational Technology (OT) upgrades by validating proper procedures are documented and followed through deployment to production.
  • Write and maintain documentation for project procedures, installations, and upgrades.
  • Analyze existing OT systems to identify potential improvements. Recommend process improvements and problem resolutions by identifying operational technology alternatives.
  • Provide direction for all aspects of OT environment. Mentor and assist other team members.
  • Aware of all aspects of the contract and of the progress of the work, including; status of work items with regard to the contractor's approved schedule, inter-relationships of various contractor and subcontractors' activities, the current overall status of completion and the probable project completion date.
  • Make field inspections and ensures that the contractors pursue their work in accordance with the technical plans and specifications, while complying with their respective safety and QA/QC plans.
  • Reviews plans and specifications to determine adequacy and adherence to acceptable standards and practices. Recommends approval of variations from plans and specifications made necessary by contingencies arising after project is initiated. Assist in implementation of approved changes in plans, as appropriate in relation to field conditions in order to complete project in accordance with sound and approved engineering and construction practices.
  • Communicate understanding and support of organization goals through actions and spoken and written words; interact effectively with individuals and groups at all levels; maintain ties with external organizations; keep all interested and involved parties informed of matters requiring their attention.
  • Prepares project correspondence, progress reports and other documents, records, and reports on status or problems in the field and assures that competent project personnel are on duty at all required times.
  • Implement established means of coordinating project plan and schedules with other projects activities; report delays and problems promptly and take appropriate actions to maintain effective coordination of activities; ensure that activities do not conflict with organization goals.
  • Meet with Agency management officials and staff to advise on work activities and resolve problems impacting the scheduled completion of the project.
  • Attend periodic conferences with engineers, subject matter experts and contractors to discuss project, specifications, unusual conditions, the contractor's plan and schedule of operations and other pertinent items conducive to clear understanding of project.
  • Develop plans to meet unexpected situations, new developments and changes in the business environment; prepare for emergencies; anticipate events; understand the factors and conditions affecting the project and respond appropriately when these change.
  • Manage Agency staff responsible for carrying out these activities.
  • Travel as needed to Agency facilities to investigate issues and monitor on-site work.
  • Perform other duties and responsibilities as assigned by the Sr. Director.



Knowledge, Skill s , & Abilities




  • Knowledge of engineering design and construction project management.
  • Knowledge of building materials and equipment, construction practices, and techniques.
  • Knowledge of federal, state and local laws and regulations governing construction activities.
  • Ability to communicate effectively, orally and in writing, with Agency management.
  • Experience in com puter aided drafting and cost estimating.
  • Experience in using personal computer.
  • Maintain annual Metro Track Access Certification (Tier Training).
  • Ability to read and understand project drawings, speci fications, and other contract documents.
  • Ability to use computer software for word processing, scheduling, spreadsheet and database applications.

Education

Experience

Degree: Bachelor of Science preferred

Years : 10+ years required

Field: Electrical Engineering or related field
